5. Delivery: CIP Callao Incoterms 2000. As Sellers arrange the freight service, we need you to consider the unloading costs in the rate you negotiate with the shipping line or their agents. Eventually the ship agents in Callao, Perú claims extra expenses to address the cargo to us. These expenses were: Unloading costs, Congestion fees and some other curious names to us. We do not want to face any extra expenses on the cargo delivery at Callao. The cargo must be delivered unloaded and these costs must be considered in the freight rate you negotiate with the shipping line. These costs and any other cost must be absorbed by shipping line (or their agents). CY-CY freight condition.是不是说我们负责海运费，到港后的费用客户自己负责？

CIP是运费和保险付至（指定地点）
你们安排了运到客人要求的指定地点，但是，货物到达指定地点的时候，没有卸货，这样就产生了卸货费，客人要求你们支付，或是你们指定的承运人支付，他们不想支付。
客人还抱怨说他们被要求付卸货费，拥挤费还有其它怪异的费用。
你们要跟客人和你们的货代核对下。
