摘要：9月26日，国务院召开常务会议，会议决定，从11月1日起降低1585个税目的进口关税税率，关税总水平将从上年的9.8%降至7.5%。On September 26, the State Council convened a executive meeting, which decided to reduce the import tariff rate of 1,585 tariff items from November 1 and reduce the total tariff level from 9.8% of the last year to 7.5%.

会议决定，适应产业升级、降低企业成本和群众多层次消费等需求，从今年11月1日起，降低1585个税目工业品等商品进口关税税率，将部分国内市场需求大的工程机械、仪器仪表等机电设备平均税率由12.2%降至8.8%，纺织品、建材等商品平均税率由11.5%降至8.4%，纸制品等部分资源性商品及初级加工品平均税率由6.6%降至5.4%，并对同类或相似商品减并税级。至此今年以来已出台降关税措施预计将减轻企业和消费者税负近600亿元，我国关税总水平将由上年的9.8%降至7.5%。
China decides to reduce the tariff rate of 1585 items of industrial products and other commodities imported from November 1 this year, in order to meet the needs of industrial upgrading, lowering enterprise costs and multi-level consumption of the masses.And reduce the average tariff rate of mechanical and electrical equipment such as construction machinery, instruments and meters with large domestic market demand from 12.2% to 8.8%. The average tax rate for textiles and building materials was reduced from 11.5% to 8.4%, for some resource commodities such as paper products and primary processed goods from 6.6% to 5.4%, and for the same kind or similar commodities, the tax level was reduced. So far this year, tariff reduction measures have been introduced, which are expected to reduce the tax burden of enterprises and consumers by nearly 60 billion RMB. The total tariff level of China will be reduced from 9.8% of last year to 7.5%.
会议决定加快通关便利化进程。今年11月1日前将进出口环节需验核的监管证件从86种减至48种。清理不合规收费，10月底前由各地向社会公布当地口岸收费目录清单，清单之外不得收费。推动降低合规费用，年内集装箱进出口环节合规成本比去年降低100美元以上，沿海大港要有更大幅度降低。有关部门要联合督促监管。
Also, it decides to speed up the process of facilitating customs clearance. Before November 1st this year, the regulatory documents needed to be checked for import and export links were reduced from 86 to 48. Before the end of October, all local authorities announce the list of local port charges to the public. And no fees will be charged beyond the list. Promoting the reduction of compliance costs, such cost in the import and export links of containers will be reduced by more than US$100 compared with last year, and the coastal ports will be further reduced. Relevant departments should jointly supervise.
