看了半天也没了解句子的结构，我知道有be at liberty to do sth（文中红字体），意为be allowed to do sth.可是原文里的
却是be at liberty to sth?? 在不了解标书的前提下，如果再理不清句子的主干，那基本上市很难继续翻译下去了，望有人能指点一下，
