请教最后一句在受益人证明中是否要改为：shipping agent in Manila has been and we have faxed to the applicant within 3 working days after shipment date.

您好，你的修改没有做到二选一，正确应该分为两种情况：
1. 如果该受益人证明的出具日期比shipment date早，那么应该选择will be faxed to the applicant；
2. 如果该受益人证明的出具日期晚于shipment date，那么应该选择 has been faxed to the applicant.
建议选择第二种。
