美国铝箔反倾销是今年4月份开始的，我们已经开始操作转口。我Q 2361389590
2017年4月21日，美国国际贸易委员会发布公告称，对进口自中国的铝箔（aluminum foil）作出双反产业损害肯定性初裁，初步裁定进口自中国的涉案产品对美国国内产业造成了实质损害。在本次裁决中，5名国际贸易委员会委员投肯定票。美国商务部预计将于2017年6月2日对此案作出反补贴初裁，于2017年8月16日对此案作出反倾销初裁。
2017年3月28日，应美国铝业协会贸易执法工作组（Aluminum Association Trade Enforcement Working Group）于2017年3月9日提交的申请，美国商务部宣布正式对进口自中国的铝箔启动反倾销和反补贴立案调查。本案涉及美国协调关税税号7607.11.3000、7607.11.6000、7607.11.9030、7607.11.9060、7607.11.9090和7607.19.6000项下的产品，以及税号7606.11.3060、7606.11.6000、7606.12.3045、7606.12.3055、7606.12.3090、7606.12.6000、7606.91.3090、7606.91.6080、7606.92.3090和7606.92.6080项下的部分产品。

Initiation of antidumping duty investigation of certain aluminum foil from the People's Republic of China (A-570-053)
1. On 03/30/2017, Commerce published in the Federal Register its initiation of the countervailing duty investigation of certain aluminum foil from the People's Republic of China (82 FR 15691).
2. The merchandise covered by this investigation is aluminum foil having a thickness of 0.2 mm or less, in reels exceeding 25 pounds, regardless of width. Aluminum foil is made from an aluminum alloy that contains more than 92 percent aluminum. Aluminum foil may be made to ASTM specification ASTM B479, but can also be made to other specifications. Regardless of specification, however, all aluminum foil meeting the scope description is included in the scope.
Excluded from the scope of this investigation is aluminum foil that is backed with paper, paperboard, plastics, or similar backing materials on only one side of the aluminum foil, as well as etched capacitor foil and aluminum foil that is cut to shape.
Where the nominal and actual measurements vary, a product is within the scope if application of either the nominal or actual measurement would place it within the scope based on the definitions set forth above. The products under investigation are currently classifiable under Harmonized Tariff Schedule of the United States (HTSUS) subheadings 7607.11.3000, 7607.11.6000, 7607.11.9030, 7607.11.9060, 7607.11.9090, and 7607.19.6000. Further, merchandise that falls within the scope of this proceeding may also be entered into the United States under HTSUS subheadings 7606.11.3060, 7606.11.6000, 7606.12.3045, 7606.12.3055, 7606.12.3090, 7606.12.6000, 7606.91.3090, 7606.91.6080, 7606.92.3090, and 7606.92.6080. Although the HTSUS subheadings are provided for convenience and customs purposes, the written description of the scope of this proceeding is dispositive.
