买方和卖方于2010年2月25日签订25吨冻猪颈背肌肉合同，货值USD75735.00，合同号为MR01004。3月18日，卖方收到买方预付货款USD12000.00。由于对新加坡出口猪肉要从养殖源头仔猪开始监控，预计生猪全部出栏要在2010年年底，经买卖双方协商后同意卖方将USD12000.00的预付货款退回买方。求助高手帮忙翻译成英文！万分感激

The contract MR01004, about 25T frozen pork nape,total value USD75735.00, is made by and between the Buyers and the Sellers on Feb.25,2010.Therefore, the buyer have gotten the deposit USD12000.00 on March.18,2010. But due to policy of Singapore goverment that if importing, the meat should be monitored from the piggy to maturity and the piggy may mature on the end of 2010, the contract is hard achieved now. By consultations by both parties,the seller agree to refund the deposit to the buyer.

With reference to the above mentioned contract signed between M/S ------------------( as seller ) and M/S ------------------------ ( as buyer ), we hereby declare that both party have fully agreed to terminate the said contract on the ground that the commodity contracted could not be delivered due to the fact that the importing country ( Singapore) has imposed a policy where the importing of frozen port need to be monitored right from the piggy till maturity for slaughter and in this case, it will fall on end 2010. Under such circumstances, contract could not be fulfilled and therefore, Both party has agreed to refund the deposit of USD 12000( received on 18/3/2010) to buyer
