I'm sorry for the penalty about the tax.After we finished the registration of branch company,we didn't know any thing about the tax declaration untill we received the massage from tax bureau.
we forwarded the massage to shanghai,and go to tax bureau.When we submit the document and then we know the penalty.
We have no experience of the tax,at present ,we just know we should declare tax every month.We sincerely appreciated if Shanghai tell me more about tax thing we need to do.
因公司迟交税被罚了，所以写个申明给领导（鉴于以产没做过此类事情，希望上海方便合作）

太多人称代词了。
LZ，如果不要求正规的话，可以的。 但是正规的申明，就尽量避免申明I, YOU , WE , ME 等代词。

楼主，是MESSAGE吧，不是MASSAGE。这个意思差太多了，别闹笑话。人称代词用太多。多用客观的词去写，别放那么多人称。

注意语法时态
Regarding the penalty for failing to declare tax every month , we hereby have to say that we hadn't been aware of that matter after registrating our branch untill received the penealty notice from the tax bureau .now we know what we should do , but if shanghai company have ever reminded about tax declaration , it would haven't occurred
