回复: 美女大战结果如何左边美女政纲AFFORDABLE HOUSING Liberals know that every Canadian has the right to safe, affordable housing In recent years, with the cost of living rising faster than incomes, it is even more important that middle-class Canadians have access to affordable housing as they try to make ends meet. One third of families rely on rental housing, but there are not enough units to go around; prices for available housing are rising beyond the reach of many Canadians. Current programs are short-term and under-resourced, which has limited planning and private sector investment in social housing development. Meanwhile, the government is in the process of ending rent-geared income subsidies to co-operative housing and other social housing projects that make affordable housing more accessible. This means that every year 1.8 million Canadians are in need of housing, including approximately 300,000 homeless. In the last election, Liberals promised a highly flexible long-term Affordable Housing Strategy, with realmoney behind it. And we continue to make affordable housing a priority. In 2012, Liberal Party of Canada members overwhelmingly supported a National Housing Strategy. The Liberal Party of Canada is always open to innovative new approaches to solving the affordable housing shortage, including areas such as tax incentives and loan guarantees. To start, if the government refuses to maintain the current rent-geared-to-income subsidies for the development and maintenance of affordable housing, it must reinvest those savings back into other affordable housing initiatives. Increasing Canadians’ access to affordable housing requires collaborative planning between all levels of government and sustained funding. Safe, affordable housing for all Canadians is a Liberal priority. TRANSIT Liberals know that urban transit is needed for a prosperous Canada Liberals believe that an efficient public transportation system affects the quality of life of all Canadians and that the federal government should invest more in public transportation. Poor urban transportation results in lost time in commuting; decreasing the amount of time that working Canadians can spend doing productive work and limiting the time that families spend together. Congestion in large urban centres costs billions in productivity, in the Toronto area alone this amount is more than $6 billion every year. The Liberal Party of Canada has long prioritized a sustainable and cost-effective public transportation system. In 2005, a Liberal government created the Gas Tax Transfer that today delivers $2 billion per year to Canadian cities to invest in things like public transit. The current government has piggy-backed on this Liberal initiative, but has done little to address Canada’s evolving public transit needs since they came to government seven years ago. Liberals understand what the current government doesn’t: Canada needs a public transit system that addresses the needs of today and tomorrow. At the 2012 Liberal Party of Canada Biennial Convention, members recognized the need to develop a secure and affordable transportation system that would also ensure job creation as the program expands. Liberal Party of Canada members voted to support the development of a rail transportation system that includes the construction of high-speed rail systems through busy corridors, with improved and integrated access to local transit, cargo and passenger lines throughout Canada. A Liberal Priority: urban public transit that helps reduce greenhouse gas emissions, reduces commute times and improves the quality of life of Canadians. THE LIBERAL MIDDLE CLASS PRIORITY A strong Canadian economy: The Liberal middle-class priority With the cost of living rising faster than incomes, Canadians can’t keep up. The Liberal priority is a strong economy in which the largest number of people benefit from prosperity and high-quality jobs.The cost of essentials—food, shelter, transportation—are increasing faster than the average Canadian household income. Rising costs also mean that benchmarks of middle class success are rising out of reach for many Canadians, particularly post-secondary education, childcare and out-of-pocket health care, including prescriptions and homecare. This new economic reality is difficult for middle class families to bear, let alone Canadians who struggle with lower incomes: food bank usage is up 31 percent since 2008 and household debt is skyrocketing. Canadians now feel they are more likely to fall out of the middle class into poverty than rise out of poverty into the middle class. Liberals know that if we don’t address this growing anxiety today, Canadians will stop supporting a growth agenda―a threat to a core Canadian ideal that prosperity is a realistic goal for all Canadians. The time for investing in a thriving middle class is now―make your voice heard in Ottawa. Together, we can build a more progressive and prosperous Canada, and better lives for all our families. UNIVERSAL HEALTH CARE Liberals stand for sustainable universal public health care The Liberal Party of Canada believes strongly that all Canadians deserve the same level of high quality and timely health care provided by an efficient, accountable and sustainable public health system. Conservatives believe the federal government should have no leadership role in addressing challenges facing our health care system. But this is not working. Canada lacks the right mix of health care providers needed to strengthen the performance of Canada’s health care system and to ensure it is meeting the needs of the country. This has led to excessive and growing wait times for Canadians, and a lack of support for critical areas of health care including for mental health needs and for home and seniors care, especially as our population ages. Liberals continue to advocate for a federal government that works with the provinces and territories to achieve a more effective and efficient allocation of available health care resources and lowering drug costs. In 2004, the Liberal government signed the $40 billion, 10-Year Plan to Strengthen Health Care with Canada’s First Ministers. This plan provided funding to provinces and territories to reduce wait times in priority areas as a starting point for an expanded pan-Canadian agreement on patient wait times. And in 2012, Liberal Party of Canada members voted for a policy resolution that the Government of Canada should work collaboratively with all levels of government to expand mental health, homecare, long-term and palliative care facilities and services across Canada. If a loved one gets sick, you want to be sure that you can count on Canada’s health care system when you need it, where you need it. Liberals know this, and we make sustainable universal public health care a priority.

Income Inequality All the income gains of the past thirty years have gone to the top 10 percent, particularly the top 1 percent. Meanwhile, the incomes of everyone else have stagnated or declined. This stark rise in inequality has produced devastating, far-reaching consequences for our society. It has left millions of Canadians in poverty, reduced opportunities for young people, undermined our democracy and stifled our potential as a country. Linda and the Toronto NDP team will fight to strengthen minimum wage laws and pensions, and protect public healthcare. Affordable Housing The housing crisis is acute. There are currently more than 87,000 households on the waiting list for subsidized housing in Toronto. Cuts to social housing have caused a severe shortage of affordable rental units in Toronto Centre, where over half the residents are renters and rents have skyrocketed. And it's only going to get worse. The Conservatives are cutting another $500 million from social housing, including the elimination of longstanding funding for co-operative housing. Linda will work with the Toronto NDP team to increase funding for affordable housing and develop a national housing strategy. Employment Insurance Nearly 1.4 million Canadians are unemployed. Yet the Conservative government has gutted the Employment Insurance program over the past year, making it harder and harder for the unemployed to access benefits. This is a serious problem in the riding, where so many workers have part-time, casual or temporary jobs. They pay into the EI program, but rarely qualify for benefits. In Toronto, only 25 percent of laid-off workers receive benefits, creating real hardship for the rest. Both the Liberals and the Conservatives have contributed to making the EI system inaccessible. Before the Liberals began their cuts in the 1990s, the system provided benefits to more than more than 70 percent of laid-off Canadians. Linda will work with the Toronto NDP team to fight for an overhaul of the EI system so that workers can receive badly-needed benefits as well as re-training opportunities. Post-Secondary Education Education is an important public good, and evidence shows that countries do better when they invest in post-secondary education and reduce barriers to enrolment. Yet both Liberals and Conservative governments have done the opposite, significantly increasing tuition fees over the past few decades. Graduates are now burdened with an average of $27,000 in student debt, making this the first Canadian generation to face diminished prospects than their parents. Linda and the Toronto NDP will fight for increased federal funding to make post-secondary education affordable and protect its central role in our democracy. The Environment The Conservatives have dismantled the environmental review process, stripped the National Energy Board of its regulatory powers, shut down environmental research operations and muzzled scientists. Canadians are being shut out of key debates over the future of our environment ­ including a proposal that would allow hazardous tar sands oil to move through Toronto. Linda and the Toronto NDP will work hard to protect our land, air and water not just for today, but for generations to come.
