如题: 朋友买了加航的票, 从纽约飞北京,在多伦多转机,停留两小时. 是否需要加拿大签证? 我理解,只要不出机场, 应该是不需要加拿大签证. 我的理解对么?

回复: 请教:纽约飞北京乘加航经转多伦多, 不出机场是否需要签证查到这个: "加航资讯自2011年3月27日起（出发日期），购买加航往返机票，自中国大陆出发前往美国时，同时满足以下5个条件时，过境加拿大时将不再需要办理加拿大过境签证（简称TWOV）。 乘加航直飞航班经温哥华或多伦多转机，当天转机至美国持有有效的中国护照持有有效的美国签证全程机票必须确认，等位状态不适用在清关柜台工作时间内清关设在加拿大的美国海关清关柜台工作时间：多伦多：04:30―21:00；温哥华：04:30―20:30" 难道3月27日以前都需要过境签证么?
