There are no citizenship figures in the current issue of The Monitor as Citizenship and Immigration Canada is currently implementing a new global case management system.There were 70,118 new permanent residents calling Canada home in the third quarter of 2006, bringing the total for the first nine months to 193,164. By the end of that quarter, there were 7% (13,691) fewer permanent residents in Canada than at the end of the same three quarters in 2005.The number of permanent residents landing in the economic class dropped by 15% during the first three quarters of 2006 compared to the same period in 2005. The arrival of fewer permanent residents in the skilled worker and business classes was responsible for the decline, which was partially offset by the arrival of more immigrants as live-in caregivers and provincial or territorial nominees. Refugees also noted a decline of 22% throughout the first three quarters of 2006, the greatest decline coming from asylum seekers. In contrast, the family class noted an increase in levels through the first three quarters of 2006. The 23% year-to-date increase was due solely to a near tripling of the parents and grandparents category from 2005 levels. The first half of the year was most instrumental in this increase, but the trend continued in the third quarter, albeit to a smaller extent. The higher numbers reflect the measures announced in 2005 which increased the annual target range to 18,000 for the number of parents and grandparents immigrating to Canada. The People’s Republic of China and India continue to be the two principal source countries for permanent residents. Together, they accounted for roughly one-quarter of all permanent residents coming to Canada. Although the year-to-date total for India is about the same as the 2005 year-to-date, the number of immigrants from China is down about 22%, with most of the declines noted in the economic class. Among the top source countries, Iran recorded the greatest year-to-date gains with the landing of 29% more permanent residents. The largest gains for that country were recorded in the economic class. The three most popular provinces of destination for new permanent residents remained Ontario, Quebec and British Columbia, and all three regions saw fewer immigrants destined to live there during the first three quarters of 2006 compared to the previous year. Conversely, almost every other province in Canada saw an increase, especially the Atlantic provinces of Prince Edward Island, Nova Scotia and New Brunswick, all of which saw increases of 33% or greater.
