there was a book/novel name is A RUNNING DUCK, IT'S A detective novel
I guess this sentene have 2 kind means
1) My brother is be captivated by the novel "A RUNNING DUCK", but he can not get the clue to find answer and logic connection, he feel trouble
2) A runnig duck also means fair game, means you are in a stauts that's hard to say right and wrong, but you have to all the thing strugle to survie (be alive)
