cover (top): we think about an alu alloy disk. It'll be 4 cm in diameter and around 0,5/0,6 cm in thickness having a male threads, while Alu arm has female treads on top (male on bottom), in order to screw the cover to arm, with a small piece of rubber seal strip between cover (and base) and metacrylate board (see pict just as example).Base has also female threads.

Other considerations:
Thickness of alu arm should be 0,4 cm as 0,2 gives no saving
In our opinion, the way of fixing the methacrylate board is not good cause it'll become too fragile, especially in contact points. Instead we think about making the shape of base suitable to hold the board (see attached pict). Other ideas will be welcome
Methacrylate board: edges must be polished to reflect light and engraved with customer logo
Connection between led and power cable nust be safe and easy. As we need to transport material to Europe, we will evaluate if transport separate parts (as arms with led, base, board, cover) and assemble them in Italy or complete sets, depending on volume and risk of damage.
