人道主义for MED法官提出申请人至少要先申请：[144] The applicants submit that if the underlying application had been terminated, then theMinister could not invoke section 25.2. Those individuals had already been issued permanentresident visas; some may have already landed in Canada. I see no conflict between the Minister’sdecision under section 25.2 and his position in the present applications. The nature of the discretionconferred under section 25.2 is very broad, and, in any event, no request has been made to theMinister nor is there a refusal. The argument is thus premature.
