表上说"each family member aged 22 or older", 是不是要加上550 父亲的不管他来不来？

Processing Fees for the principal applicant and all accompanying family members must be included with this application. The Right of Permanent Residence fee will not be collected at this time. CIC will request it at a later date. " so seems only accompanying family member needs to pay 550, so if my father doens't come, i don't need to pay that 550. However, IMM 5770 is not clear, it only said "family member', not mentioning accompanying or not, so confused. They did a really poor work. To be safe, i will add 550, i think they will refund if it's not needed.
