Due to the Immigration Law is the Federal Law, thus, some special immigration Officers are not working firmly in some places, such as some asylum officers--they are transferred to 8 General Offices very often, same as the immigration courts Judges. Only the local immigration officers work for the District Office will stay there for a long time--so, hard to give you the right answer.
