hi, i am a f1 student in chicago, i want to apply for a driver license, but i lost i94 card, and it is hard and cost alot of time to get a replacement, so can i apply for the driver license without that? if not, can i use another document to instead?(in addition, i need to get a driver license in a brief time)

Since you are a F1 visa holder, you can use your F1 (I20)for Driver's License Application immigrant status document.

but the guy, who works in DMV asked me for the I94 card

Sorry, I just called local DMV and I was told that valid I-94 is a must.

I don't know what you're thinking, but if I am you, I will bring all necessary documents (your passport, I-20, student ID, and if you have police report for the lost of your I-94) go directly to immigrant office in the international airport terminals to ask the officers there to see if they can issue a duplicate I-94 for you as soon as possible.. Basically I-94 is your nonimmigrant status ID card, they should issue one for you accordingly. Good luck..
