中介说：这个项目的TEA资格，铁定没有问题。有州政府的批准函。 TEA 的证明材料有两种，按项目的地理划定。 RURAL AREA： 文件由联邦政府的人口普查局出，最新数据是2010年的。州政府无权出这个文件。 HUA in MSA: 州政府出文件，但移民局现在对州政府的文件审查比较严格。移民局今年有否定州政府文件的先例。 即使项目在i-526阶段TEA被通过，i-829阶段的资金投向的审查也是遍地地雷。移民局要看项目是怎样满足TEA资金投向的3个要求，对于花费型的项目，这些更关键。 移民局有关投资在TEA的企业问答：见40页http://ebfive.files.wordpress.com/20...2010-final.pdf Do both the new commercial and the capital investment project have to be in a TEA in order to qualify for the reduced capital investment?​ The new commercial enterprise must be "principally doing business" in a targeted employment area. 8 C.F.R. 204.6(j)(6).​ In Matter of Izummi, the AAO determined that in order to qualify for the reduced investment amount, a new commercial enterprise that lends capital to other job-creating businesses must only lend money to businesses located within TEAs, even if the new commercial enterprise is located in a TEA. ​ Similarly, direct expenditures of capital by the new commercial enterprise should also be principally within a TEA in order to qualify for the reduced capital investment amount.​

There is no requirement that the company address is located within the TEA. Since the workers will not work for AUSA, all construction work will be considered indirect jobs. This means there is no requirement to identify each worker other than verify the bond funds were spent on the project. We will have those financial reports from the State of Washington。 Generally, the requirement is that the project is located within the TEA. The intent is that the work is done within the TEA and it creates jobs in either rural or high unemployment areas. It is not concerned with the address of the company. It is about the jobs and location of the work being done.The majority of capital will be spent in the TEA because of the work being done is all within the TEAs. It does not matter where the construction materials are purchased as some can come from around the world. Most is spent within the TEA as labor. The location of the labor is the location of spending funds on labor. Almost all of the work is being done within the TEA. It does not matter where the LP, construction company or other addresses are located, it only matters that the work and workers are within the TEA.
