The Budget shall be passed since the Conservatives is a majority government, meaning that the proposal will soon become an order. Pay attention to the last sentence, on the very bottom of the article. It reads: "Proposing to return applications and refund up to $130 million in fees paid by certain FSW applications who applied under previous creiteria established prior to February 27, 2008."
