When Canada's Immigration Minister, Jason Kenney, talks about transformational change, he's not engaging in hyperbole. Kenney has either introduced or is planning to introduce a long list of changes that will fundamentally alter immigration policy from fast-tracking the system for skilled newcomers, to changes to the appeal process for refugees, to eliminating the automatic granting of citizenship on babies born in this country. Since so much of the story of this country has been written by newcomers, these changes could also fundamentally change the narrative of Canada.
